Do you mean translation (changing one language to another language) or transcription (changing spoken words into written words)?

oh sorry I mean live text broadcast

for example, today held a football match Barcelona - Manchester United
I want it on my site to the text online broadcast of the match. write reports describing developments in the field, for example:

Text Formatted Code
# 25' GOAL!!!!! Chelsea slip behind as Hilario has a complete nightmare and loses the ball to Amanatidis, who feeds the ball to Patrick Ochs, and he ruthlessly punishes the goalkeeper from close range - very shoddy keeping!
# 23' Michael Essien is warming up vigorously on the touchline already, and the midfielder looks very sprightly - great to see him back!
# 22' Malouda skips down the left and drifts over a deep delivery to the back post where Kalou slides in but doesn't manage to make contact.
# 10' Carlo Ancelotti is sitting in the dugout in very relaxed fashion as his side stroke the ball around at the back with an abundance of time.
# 8' Frankfurt have been very subdued at the start of this first half, and Chelsea press forward once more through Malouda, whose run finally ends at the byline.
# 4' The whistles go up around the ground as Kalou makes a needless foul on halfway, and Chelsea are beginning to establish themselves.
# 3' Florent Malouda makes good ground down the left, and Anelka gets past his man and drives the ball across the six-yard box, but to no avail.
# 2' Hilario boots the ball upfield and Kalou is full of running early on as he chases the delivery down the line and almost gets it under control.
# 1' We're underway, and Ashley Cole is immediately fouled on halfway as the left-back wins a free-kick.

The design and the animation is something a developper can do. The question is: "Where do come the text?" Does a feed of each match exist?

I imagine that admin wrote messages and sends them like a chat, or ICQ (in this case he should be able to edit the text)
and the users simply open a page with the live broadcast of which is updated automatically every 60 seconds (without refresh the page itself, as it would create an additional burden on the server)

for each match it is desirable that created a separate page, for example static page

where we can talk about the details online? do you have icq or skype?

So the admin would be at his computer with a form:
[Game XXX vs YYY]V
[minute] V Comment [Enter comment here...............................................] [SUBMIT]

The Game would be a dropdown of the current games. The minute would be a dropdown list with 1 - 45 plus 45+1, 45+2 etc during the first half and 46-90 plus 90+1, 90+2 etc during the second half. Whenever he liked, he could type a comment and hit SUBMIT and it would be added to rolling text of the game.

So the database would be a table of games. Each game would have the two teams, the date and time of the game start. time of game end. A pre-game summary and a post-game summary. And the play-by-play stuff we're talking about here would be in another table. In addition to the data entry screen and the live user feed there is also a list screen where the user can pick a game. There should be calendar tie-ins where the user can find out about future games. And there the admin screen where the teams and games are entered into the database. Sounds like about 75-100 hours of work (that's a month for someone who can do 20 hours a week) plus installation.

Yes, if the plugin is made in the geeklog way, there must be a english.php file for the language and you can translate it.

how much will it cost?

It depends of the price per hour. In France prices are between 40 to 80 euros per hour.
