Mail Story to Friend - COM_undoSpecialChars

Sorry that this is sort of a double post. I appended this to the end of a resolved thread from yesterday, and then realized that it should be it's own new thread.

When using the "Mail Story to a Friend", I'm seeing some characters that look like they're not being unencoded before they're emailed. Here is a sample of a sentence from the email:

“Ah, that’s an interesting clue, isn’t it? You’d have to be very highly placed in the LOC to know about that

When I look at profiles.php, which is sending the email, it appears that a function is being run to catch these characters - COM_undoSpecialChars. Here's the code from profiles.php. It's being run on the title, introtext and bodytext from the database.

Is there a reason why the “ ’ etc...are not being unencoded? I tried adding html_entity_decode, but that didn't seem to work.
