Whats the easiest way to setup mail to send new users mail?

That question is a bit vague ... What are you trying to do? Is this about getting email to work at all? Or are you looking for something like changing the text of the welcome email?

Did you see the FAQ entry? Configuring email

Yeah, it's a bit old. It still works that way, though, only that email is now configured on the Configuration admin panel (instead of the config.php file, which no longer exists).
