i want to give reporter and writers the peace of mind to write and edit latter till they decide to pubilsh the article.

How can i make it happen?

Ensure that they check the draft checkbox on the story editor before they save. The draft flag takes precedence over the publish later options. So you can set both draft and publish next Tuesday. When next Tuesday rolls around if the draft flag is still set, no story appears.

If you set $_CONF['draft_flag'] = 1 (or equivalent in the Configuration in 1.5.0), the draft flag will be set by default on all new stories created by Admins.

I think you miss understood me.

My reporters are not admins

What i want to give them is the option to write something save, come back latter edit till they feel the article is ready to publish.

is that possible?
