What does it mean to "restore" config items?

I don't understand what it restores exactly in v1.5+.

It's more like "activating". This is for options that used to be commented out in the old config.php.

So if I "restore", say, the copyright year, can I only make it automatic again by running a SQL command (as of now)?

I think the term "restore" should be changed to something more clear as it doesn't really restore anything.
