help on installation of 1.5

I'm trying to install Geeklog 1.5 but here's he error:
Warning: fread() [function.fread]: Length parameter must be greater than 0 in C:\Inetpub\wwwroot\users\seoxon\public_html\admin\install\index.php on line 1993
Unable to modify C:\Inetpub\wwwroot\users\seoxon\public_html\siteconfig.php. Did you make sure the file is write-able by the web server?
I dont know what's wrong.

chmod 777 on *nix would do the trick, but I guess on IIS it is give full permisions to this directory
actually chown to the webserver owner and then a 775 would be more approriate though ...
