I've installed this three separate times, encountering similar problems every single time. I'm no pro, but I have much experience installing PHP apps and I've always succeeded, until now...

This is just a one-time setup issue.
Although I have to admit I'm a bit baffled. PEAR problems are usually solved by setting $_CONF['have_pear'] to either true or false (or the "out of luck" case from the FAQ article applies, in which case you should see a message in your error.log, though).
That path to PEAR as quoted by Joe above is correct? And there is a file HTTP/Request.php in that directory?
