not View block (only admin) in user (story admin)

I have a problem. to the user who occurs the privileges them of article administrator (story admin) does not activate and is not block of (single adminitrador) and also of which they cannot even publish its own notes that these have activated the option (topic admin), some idea so that the administrators of the news (Story Admin) can see the block of administrators?
