For some reason getBent was removed from the lib-custom.php in cvs. Create a function called phpblock_getBent in lib-custom.php (or copy one from 1.4.0). Once you can get back to the admin area, go into blocks and disable the "are you secure?" block or go into the database and disable the block directly.

The reason being that the checks it did are now in admin/sectest.php. But, yeah, we forgot to remove the entry from the database during the upgrade, hence the error message.
