but i was thinking about can i translate this to icelandic ??
im from iceland so i was thinking about to tell about this weblog on www.hugi.is and it would be great if it could have icelandic language to

Make a copy of the English language file /path/to/geeklog/language/english.php, rename it to icelandic.php, and start translating. Note that the plugins use their own language files at /path/to/geeklog/plugins/(pluginname)/language/

We also have a translations mailing list that you may want to join.
