Weather Block Plugin - Default Location

Despite my best efforts to change the display default weather location for visitors who are not logged in... still shows Los Angeles.
I've change the default location in the config.php and logged on as admin to set the default location. It shows the preferred site while I'm logged in but as soon as I log out it goes back to Los Angeles.
Looks like there is another file that is controlling the default display. Any help would be appreciated.

In your admins only menu you will see a weather link, in there you can set global default.
