calling the correct language file

What exactly I need to do to call the correct language file?
I thought I could select the different language using the preference when I am logged on as an Admin. Of course I created a new language file. I have been using my desktop and it displayed correctly.
I used my laptop today and it still displayed the old text. Then I deleted all temp files from my desktop browser and I was able to recreate the problem. The old text does not even in the new language file I created. So, I am thinking it is calling from a different lang file. Does this make sense?
