Regular Users Cannot Submit Stories

Installed fine. RG = on and so is RLA.
When I log in as Admin, I can post stories just fine.
When I log in as a normal user, I can only post in plaintext. Once I try posting in html mode, GL blanks out the introtext field and the story will not submit.
Any clue?
