The meta tags I have added are Description and Keywords.

I didn't think there would be much use for the Robots tag as people usually want all content indexed. The only time I used the tag is in the template for the printable story format.

When you say metta data, will this also include the ability to alter the page header at the very top of a web page for each story / static page etc ?

Well, there are more possibilities with the Robots tag, which are important sometimes, like 'noopd' and 'nosnippets'.

Especially these metatags are used if you start using the meta description, otherwise Google will still use the old snippets, or the (sometimes not so great) description from DMOZ...

Besides: I do not want the static pages which are used as a centerblock te be indexed...

I would need to review the robots tag with Dirk, etc.. to see if everyone else agrees with adding it.

Just a simple textfield would do, since multiples values can be added with a comma between: "nosnippet, noodp"

The metatags from static pages have to overrule the topic metatags if the static page is placed as centerblock on top of a page, or on the whole page, I think. Not really necessary since the topics have metatags (in GL 1.61).

If somebody is digging into these things, it might be nice to have a look at static pages (or plugins) which are placed as a centerblock in the middle or the bottom of a page. They should not be found by the search function in that case I believe. In 99% of the cases, centerblocks are not assumed to be read as a separate page and could give duplicate results, and duplicate content (and also should have no-index robots meta tags by default, when placed in the middle or bottom of a page). A checkbox in the page editor "not indexed by search function" would do the trick (almost) perhaps.
