What is the Filemgmt file size threshold?

I can upload small files but I keep getting error 1017 (check permissions or duplicate file) when trying to upload files from 5MB -10MB and larger. I have checked CHMOD on the filemgmt folders and they are all set to 777 but small files upload fine.

I can't seem to post any large movie files such as quicktime or zipped QT's.

Where can I change the file size threshold?

Have a look here

The limit comes from the default php.ini value which is 2 MB.
