My intention is to allow a user to be story admin of only one topic. It's not working out.

What I did:
*Created a new group to which I added the user.
*To this group I added 3 rights: story.edit/submit/moderate.
*Changed group from the default topic admin to the newly created group in the appropriate topic.

Result:
*user can edit stories listed under this topic and no other topic. This is good! It is also the desired effect.

*user can submit stories to this topic without going through the submission queue. This is good!
*user can submit stories to any topic without going through the submission queue. This is bad!

*user can moderate stories submitted to any topic. This is really bad!

Any ideas?

Do the other topics have group access set to "Story admin" or have you made a similar group for each topic and specified this group for each topic?

All other topics remain at their default group assignment, ie, topic admin.
I have only specified this new group for this particular topic.

I think these are going to require some hacking of the code to get working how you want. I don't think there is a set of rights and permissions that will you get you to what you want here.
