I've a need to have a block(s) that would show up only for a specific static page. this would also be useful for stories (and is already available).
i've also a need to have the ability to add images to static pages like one would a story. and the ever looming need to have a static page/article to have multiple pages.

cant help you with the block, but..
putting an img tag into your code for any staticpage is allowed--just make sure the image is on your server.
for multiple pages--make multiple staticpages and make sure the page nav that you put into the code links to those pages.
