New User Registration Send Mail

Alright, everything seems to be working fine except for one thing.
Whenever a new user tries to register he/she gets this message:

Fatal error: Call to undefined function: is_a() in /home/webs/webs2/skeeter123.net/docs/blog/system/pear/PEAR.php on line 248

I have it set to use smtp as the outgoing protocol.
What am I doing wrong?
