Plug-in admin menu

After upgrading from 1.3.9 to 1.3.10 selecting a plugin from the admin plug-in menu results in a browser hang.
So I completely nuked the installation and installed 1.3.10 clean and had the same issue. However you can install new plug-ins through this menu.
Has anyone else noticed/have this problem ?
