new Static Links for Topics

My first real contribution to the Geeklog project.
I have created a file, "topic.php", which allows for static links (search engine friendly urls). You can visit Antisource.com to see it in action. Just click on a topic link, like Anti-Spam and notice the new URL. Also notice the title tag.
To use this, copy the code from antisource.com/topic.txt and save it as topic.php in your geeklog directory. Open lib-common.php and search for all entries of "/index.php?topic=" and replace them with "/topic.php/". I think there should only be two.
That's it! Hope this helps someone else. Btw, I'm using 1.3.9, this is not tested with 1.3.10.
