Righ now when links are submitted Group edit is off (link admin group is defaulted)

I have someone who I want to act as link admin, but cannot edit links unless he's in root, mainly due to this setting being default to have E checked OFF.

How do I make it default on?

The code is in links.php - unfortunately there is no way of setting this that I know of without going in there and editing the default settings.

I think I'll add this to glinks as a feature...
