Dumb question - Content Syndication vs. Portal Blocks

What's the difference?

I'm not understanding what the content syndication stuff is - or how it is used.

A Portal block is when you import an RSS feed from another site, while Content Syndication lets you create your own feeds (for your site - which can then in turn be imported by other sites).
