Image resize using img tag

I am working on a plugin to port an app from asp to work as a plugin for GL but I have run into a snag. I use the following image tag to size an image down so it shows the entire image in the current window even if it is larger than the current window.

To see an example you can see a full sized image in an html file here or echoed in a php file here
Now to see a resized image in an html file take a look here or the echoed php file here
If I try to run this same html in a static page or part of my plug-in the image is not displayed.
Anyone have any ideas?
