Adding Automatic Download File

I need to add an automatically downloaded file to a staticpage. But just 1, so i can't just add meta tags to the staticpages.php. Any ideas?

I need to have a file download start, when someone opens up a staticpage.

Why do you even need a static page for this? Why not add a link to the file directly?
