Filemgmt Problem

I have no problem uploading files without errors and I check and they are in the right places. The problem is when I go to try and download them I get a cannot find server error. I get no errors it just doesnt want to work. I have uninstalled and reinstalled and I get teh same thing. Before I got a 404 error but I fixed it by changing a url in filemgmt.php. Help please.

what os are you using windows or linux
and have you re checked all the url's and directory listings
and recheck filmgmt.php and see if this is set corectly
