Inconsistency with Article Timestamps

First, let me say I've installed the timezone hack and the date/time stamp displayed on the website header is correct. When I write an article, the populated date/time stamp is correct in the story editor. And when I inspect the story in the database via myphpadmin, the date/time stamp is correct.
However, when the story is displayed on the screen for the first time, it is 6 hours earlier. And when I then inspect the story in the database, the date/time stamp has been changed to 6 hours earlier. It seems that when any story is displayed for the first time by a user, the time stamp is rolled back 6 hours.
Is this some weird interaction between the system, user cookies and the TZ hack? Is it due to the counter being updated to count the number of views and it's changing the date/time stamp?
My hosting provider has offices in the UK which, coincidently, it 6 hours different from me. I had assumed the "putenv('TZ=US/Central')" was sufficient in my config.php file. Am I missing something obvious?
