Doc pointer to privileges details?

Is there a doc pointer to somewhere that I can read up on privileges details (exactly what is permitted for each privilege level / group)? I just noticed that 'normal users' can submit a story, but do not get the option to attach any pictures, and I'm wondering which group(s) enable this privilege.
