plugins block, staticpages block

I didn't check to see if anyone has already done this, but I did it anyway.

There are two phpblocks on my site: one shows a list of staticpages that would appear in the menu, the other shows a list of all plugins that would appear in the menu.

This means that if your menu is getting cramped, you can show all your plugins and static pages in blocks, and remove the plg_menu_elements from the header.thtml and have a slightly more elegant site.

Both are in the downloads section on my site, or click on the help icon on each block (labelled "plugins" and "staticpages"), or the links to the staticpages are in the staticpages block.

i also added another version to the page for the plugins block. The block now checks for a static page with the same ID as the plugin (transformed to lower case and with spaces removed) and displays a link to that next to the name in the block.
