I can't seem to figure out how a registered user or group can be set up to view user profiles.

When you click on an author of a story, for example, you can see their profile and email them. Is there a way to view profiles of those that have not yet submitted a story?

You could use something like that simple user list I once wrote.

Also, as the Admin, you can click on that icon in front of a user's name in the Admin's user list to get to their profile.
