how can I change the setting so that people can download files without having to sign up.

Admin Block > Filemgmt Admin > Configuration Settings, then find the entry that reads "Enable Anonymous access".

I did that and still didnt work, so I disabled users and left on Anonymous access and then it worked is that ok to do ?
