I was wondering if there was a way that one would be able to find out the direct urls/paths for the top menu links (contribute, polls, forum, downloads, etc) ...I am thinking, if there is a way, to put these top menu links in a block and just link to the pages, and have just links to static pages in the top menu area instead.
I DON'T want to rename the menu links at the top, I want to link to them from another place...
anyone have any ideas how to go about this?

They are static in the header.html file for each theme
you could change it from a html file to a php file and either run a sql call against a table and store links there or have the new header.php do a include call to a file more easily updateable.
