Can blocks be attributed "central"position apart to left and right

Can the forum be just used as a stand alone page without the blocks ?

Not sure what you mean by this as there are config settings that allow this.

kind of, you can create a static page center block and call the COM_showBlock() function with the block name to show blocks in the center.

Not that I am aware of but you might want to look into phpbb or something similar if you want that functionality.
