No one infofeed dont work

When I try add RDS file on Blocks (Block Type: Portal) I cant see rds file on web site. Just see
There was a problem reading this feed (see error.log for details).
and in error.log
I try many feeds but same error message.
Whats wrong!?

Thanks to my web hosting support problem is resolved.
Just on .htaccess add this line
php_flag allow_url_fopen on
http://www.spph.org/
