New plug-in ACCESS DENIED error - please help!

Don't know what I did wrong. The user can see the plug-in from the right-hand side menu, but when you try to get in to the plug-in, I get the error:
"ACCESS DENIED: Only Root Users have Access to this Page. Your user name and IP have been recorded."

Does anyone have any ideas?

Please help. I've reviewed the code over and over - am I just missing something obvious?

Which plugin?

Are you trying to access the plugin install and you are not admin by chance?
