Is there a easy way to put in a p3p policy in the header?

Also were is the new topic link. I had to go to a post to find one here. It's not coming up in the sub catagory.

Say like when you come to the forums and click "General Help" There is no new topic link.

Can someone please explain this a bit more? I am having trouble implementing my policy string into my geeklog site.
Thanks!

just open up the footer.thtml in your theme folder and add an HTML link to your policy. Easy as that.
