GL Footer in HTML

This is the code I use to place the GL footer in an html file.
[php
echo COM_siteFooter(no); // use yes if you want the right blocks
echo $display;
]
Now I do not want the right hand side blocks to appear and so I have it set to no. But it still appears?? Is there something wrong with my code??
I removed a little of the code wo it would display here. It does currently work it just always shows the right hand blocks.

Got it just leave the (no) empty and the right blocks are not displayed.
