Making phplinks in What's New menu respect OuterFrame setting

I recently switched my links page to phplinks, using Squatty's hack. It worked great, but I didn't like the way the What's New block failed to respect the phplinks configuration setting for Outer Frame. I like a new window to open up when a link is clicked. You can use that configuration setting for the links page, but the What's New block would always open the link in a frame.

So, many hours and many bad words later, I sorted out how to hack Squatty's hack to make the What's New block behave. I'm the only one who has tested this yet - it works on my site, but please make a backup of your files before modding your site. The details of the hacked hack are posted on Squatty's site.
