I would like a block to only appear on certain pages for instance the block will only be seen when I pull up a static or external page and no other time. Is that possible?

This isn't possible through the GL block administration pages. To do this would require custom hacks to the block handling code. On the bright side, if you know any PHP, it's only a few lines of code.---The reason people blame things on previous generations is that there's only one other choice.

I am just now learning php and have purchased a couple of books. So no I don't know enough to do it yet.
