Is it possible to disable registration of new users e.g. in config.php or it needs some code modification? Thank you.

You can enable the user submission queue in config.php:

$_CONF['usersubmission'] = 1;

Anything else will require modifications (in the language files, templates, and code - depending on how "securely" you want it).
