I do have access to a MySQL database, and I have set the appropriate database name, user name, and password in the config.php file. Would it maybe be an issue with the $_DB_host line? Thanks.

Hmm, this almost sounds like MySQL isn't running at all. So, yes, I would try contacting the hosting service.
