Help files changed are not being reflected on the site after changes are made?

I wanted to change the wording for the submit story help section. I rewrote the "Read First" section in the file submitstory.html file located in the public_html/help directory but when I log in as a user and go to Get Published the "Read First" section is still showing the original list. How do I get the system to recognize the new code? Thanks Michael
