Trying to upload an image to my user profile and I get this msg: ERRORS File, arg-clown0-nourl-tr.gif, is bigger than the 20480 byte limit However in my config.php, the max_photo_size for images is 1048576, which is 1MB.

Isn't there a limit you can set in php.ini as well? Might want to check that too...
