Help icons onto the right corner of blocks...

I put a help file on every block possible... But, the event and poll block doesn't show it. I've mapped the help file but the icon doesn't show at all... This happens on all themes.
Also anyone have a tip for how to map a help file to blocks that aren't listed? ex.

Emailed Topics for Admin
