Make a Topic Unsubmitable?

I need to make it so that users cannot submit news to a section without being an admin. What I want to do is make a journal section of my site about my daily life, but I don't want other people to be able to submit to it, ya' know?

The current software doesn't do this. You'll have to make the modification yourself or just purge the submission queue periodically.
