Editing new user page

If you mean change the layout and the text, yes, you just need to edit the appriopriate template file for *all* the themes you have installed (often you can edit just one and copy to the other installed themes). Read the theme-howto stuff in the docs.---The reason people blame things on previous generations is that there's only one other choice.
