What do you mean by text translations? The exemple page is in english, you want exactly the same page in an other language?

The design and the animation is something a developper can do. The question is: "Where do come the text?" Does a feed of each match exist?

So the admin would be at his computer with a form:
[Game XXX vs YYY]V
[minute] V Comment [Enter comment here...............................................] [SUBMIT]
The Game would be a dropdown of the current games. The minute would be a dropdown list with 1 - 45 plus 45+1, 45+2 etc during the first half and 46-90 plus 90+1, 90+2 etc during the second half. Whenever he liked, he could type a comment and hit SUBMIT and it would be added to rolling text of the game.
So the database would be a table of games. Each game would have the two teams, the date and time of the game start. time of game end. A pre-game summary and a post-game summary. And the play-by-play stuff we're talking about here would be in another table. In addition to the data entry screen and the live user feed there is also a list screen where the user can pick a game. There should be calendar tie-ins where the user can find out about future games. And there the admin screen where the teams and games are entered into the database.
