My topics groups are set to Story Admin (Read and edit)
my user say "joe" is assigned to Story Admin
$_CONF['default_permissions_story'] = array (3, 2, 2, 2);
now user "joe" can only edit his own post. Against all other users it says read only
what else do i need to
1) make uner user incharge of approving and edit all posts.
2) allow all users to edit their post without allow them to moderate.

I don't quite understand your question. What is "uner user" in your first question?
Isn't the second one exactly they way "joe" is having?
All settings depends on those check boxes. Joy can edit the stories that has the "edit" box checked, even if he is a story admin. To be in charge of and approve all posts, one must be given "root" access, or set the array to 3,3,2,2, so that all new story will have edit right by the Story Admin, unless the author uncheck the edit box.

Yeah, I don't quite understand the problem either. Please rephrase it.
Keep in mind that the config.php setting is only the default (for new stories). Changing that won't change any exisiting stories. You'll have to edit them.

my hand were typing faster then i was thinking i guess.
here is what i mean
what else do i need to
1) make one user incharge(Story admin) of approving and edit all posts.
then
2) allow all users to edit their own post (without allow them to moderate).

I have 200+ posts now and good number of users so from what you guys are saying looks like the story admin will be able to edit new posts only....yikes

The existing stories can be updated from MySQL (using phpMyAdmin, for example), if necessary.

UPDATE gl_stories SET perm_group = 3;
This would make all the exisiting stories editable for anyone in the same group.

1: make the user "story admin"
2: create a new group "myeditors" give them story.edit right. They should not be story admins.
The topics must be editable to those "myeditors". And use Dirk`s advice.

I forgot, you need to make all stories editable by group "myeditors" too instead of "story admin" - Dirk, another MySQL command?
