Where is the easiest way to make the Title of a static page larger text. Not sure where to look to do this. I would love to have the size a lot larger then it is now for all my static pages. Thanks for any help.

Those are h2's, inside div.block-box. So, in your CSS, you add a new style, called block-box h2, and then style it accordingly. Or, change the h2 to a h1.
However, depending on how you have your template set up, this might also affect the layout of your "Story Options" and "What's Related" boxes. If it does, you'll have to make a few new CSS classes and style them independently of each other.

The template files used for the static pages header and footer can be overridden using the
usual method[*1] and $_BLOCK_TEMPLATE['_staticpages_block'].
