i´m new to geeklog, and i cant find where i can disable new account registration on the frontpage, where do i do that?

$_CONF['disable_new_user_registration'] = false; // set to true to block users.

No, it was only introduced in 1.4.0.
And please, in your own interest, upgrade to at least the last 1.3.11 release (1.3.11sr7) ASAP. See the list of security issues[*1] for details.
