Is there anyway of removing the :
Excluded Items, News box Configuration and Privacy Options
in the User Preferences?
I would like to not have these as options for my users. Is this possible?
I looked in the config file and couldn't see anything which refered to this - there was a hide authors option for the preferences which i did, but nothing more.
I would be thankful for any replies.
Thanks.

The easiest way to "hide" the features you don't want shown is to comment or delete them in the template files.

Mmmmm. This sounds tricky. Is it easy? Should I be able to find the corrent places in the files?
Whicj files control these options?

It's a lot easier than trying to rewrite the php code - IMO. In your layout directory, look for the preferences directory and go through the .thtml files to look for what you want. For example, to "hide" the email preferences, open privacyblock.thtml and comment out or delete the parts you don't want.
I suggest commenting the portions you don't want to make sure you did the right thing before deleting them. Start with the parts with curly brackets ( { } ).
